Major risks and safety: preparing your establishment (PPMS)

Cyclone, earthquake, tsunami, flood, intrusion: an establishment that receives pupils or members of the public must know, at all times, whether to evacuate, take shelter or shelter in place, and who does what. The circular of 8 June 2023 unified the specific safety plan (PPMS) for public schools and establishments: a single plan now covers both major risks and the risks of intrusion or terrorist attack. Public lower and upper secondary schools (collèges and lycées) must have adopted it by the 2027-2028 school year at the latest, and each school or establishment carries out at least two PPMS drills per year. Private schools under contract with the State are encouraged to draw on it. This training enables teams to understand the major risks of the territory, master the correct responses, organise safety measures and prepare a drill. It is based on the plan and premises of the participants' own establishment. It is also intended for organisations that receive children or the public and must organise their safety measures: nurseries, after-school and leisure centres, premises open to the public.

Course objectives

  • Identify the major risks of the territory and their effects on the establishment
  • Explain the framework of the unified PPMS and the role of each person
  • Choose the appropriate response according to the situation: evacuate, take shelter, shelter in place, escape or hide
  • Organise safety measures: crisis unit, roles, alert and communication
  • Prepare, conduct and debrief a safety drill
